He needed to have at least multiple champion-rank Pokemons if he wanted to mess with them and it would take some time to reach there.

Champion rank was very hard to reach and even Angela only had 1 champion rank Pokemon. However, time was not with him.

He was successful in making some friends and gathering a team but he had also made a lot of enemies. For example, he had recently made an enemy out of the Mega family.

He knew that they may not be able to harm him directly but indirectly. It would be difficult for Axel.

His team was also training in the Kanto region and if something were to happen to him, then his team could not support him. Red was still on the mission and Red would not be able to protect him every time.

So, he realized that he needed allies, especially from the Johto region. Only 2 names came to his mind.

First was the Whitney family and the second was Lance's family.
