In ancient times, instead of having a single region, there were many kingdoms inside the region. These kingdoms would wage war against them for supremacy, territory, people, and resources.
Pokemon tide also existed at that time. The Pokemon tide at that time was more dangerous than today. An entire kingdom would disappear after a large-scale tide. The ancient Pokemons were much more stronger than today's Pokemons. Due to the tumbling down of Kingdoms and the human population, they had decided to form a region and make an alliance.
Kanto was the first to do it and the alliance was called the 'League'. Since Kanto was the first, the headquarter of the league today was also in the Kanto region. Yes, League was separate from regions. It was an independent organization. Slowly, they started to wage war against the Pokemons and started to win their land back.
Over the course of thousands of years, the league managed to reach its current position. With its growing power, it became a behemoth that everyone looked up to.
The league after becoming a ruling body had still retained its objective of preserving mankind but multiple deaths over time had numbed them to the deaths of people. Now, they would try to decrease the number of deaths as much as possible. It was impossible to turn that number to zero.
There were only 2 ways to end the Pokemon tide. 1st was to kill all the Pokemon of this world and 2nd was to control all the Pokemons of this world.
Both of the ways were impossible to accomplish. The population of Pokemons was vastly larger than that of humans. The total population of the Pokemons could not be accounted for as there are multiple places that humans had not stepped foot on. Even if by some luck they managed to kill all the Pokemons it would be a disaster.
Humans have been dependent on Pokemon since time immemorial. Nowadays, every activity and business had the inference of Pokemons. Killing all the Pokemons meant amputating both hands and feet of a human.
Controlling all the Pokemons was also an impossible notion. The legendary and mystical Pokemons were not a joke. They were on a different level together. Humans had made weapons for their protection but even those weapons would not have any effect on them.

Cadets, captain, Lieutenant, zone commander, and finally commander. Those were the ranks of the military during Pokemon tide. There are 20 cadets who are under 1 sergeant. Each captain handles 10 sergeants. There are 50 captains under a Lieutenant, 3 lieutenants under a zone commander and there is only 1 commander. So, a zone commander had 31,653 people under them. Axel was chosen to be one of the 5 zone commanders of the town. That is a total force of 158,000 as there were 5,000 fewer soldiers in the central zone.
These were the ranks of the military in a small town. The real ranks of the military were huge. There were even generals, major generals and field marshals.
Axel was following 2 of the 3 lieutenants of his zone. The third lieutenant had to be permanently stationed in the zone if there are any problems. They finally reached the north zone camp.
The building was of normal height but it was large. Axel could also see a big training camp attached to the building. He had seen such structures in his hometown. There was not much of a difference between them. He walked towards the building. Sam and Troy introduced him to the third lieutenant name Hector.
He was a middle aged man with strong muscles and a good height. He had board chest, a beard and a big mustache.
When Axel introduced himself to Hector, the lieutenant went into a state of shock upon hearing it. A zone commander was responsible for the lives of 30,000 people excluding the civilians. How can the league give a kid such authority when he didn't have any experience?
However, Hector could also feel that Axel was not a simple kid. He had also unlocked his aura and could feel that Axel himself was strong.
He immediately saluted Axel with proper stance and said, "Zone commander Axel, I am Hector. A lieutenant of 70th infantry and reporting for duty."
For the first time today, Axel was surprised by this lieutenant's attitude. He had expected Hector to outright disrespect him or even disagree but Hector just followed the order of the league like he should.
"At ease lieutenant. Before meeting others, I want to know all the information you have about the north base."
"Yes sir. The information is on the computer inside the building. Please feel free to look into it."
Axel nodded his head and went to look at the information on the north base. He first wanted to look at the number of soldiers under him, and their specialties. He also wanted to know how many of them had elemental-ranked Pokemons.
"Hector, call of the soldiers under my command after an hour. No, scratch that. Call all of the soldiers who at least have an elemental-ranked Pokemon.
"Troy, I also want the blueprints of the north base; the buildings, sewage lines, roadways, shops, you name it. I also want the topography map of the areas around the north wall. Bring those to me within 15 minutes so that I can understand them before their arrival. Now get going."
